Professor He Baogang will provide an independent analysis of the complex causes of the recent boycott against Beijing Olympics, and suggests that Beijing needs to develop an adequate Tibet Policy.

With the expertise in the study of democratization and nationality, Professor He is the chair in International Studies at the School of Politics and International Studies of Deakin University, Australia.
